Challenge

Vatandosh’s work with the reformation of the orphanage system exemplifies a major difficulty in delivering social services in Uzbekistan: the responsibility for children in need of special care is spread over several ministries and organizations. Many agencies are involved in caring for the same populations, leading to confusion, inconsistency, and uncoordinated efforts. Social workers in the field as well as many administrators are asking for improved coordination.

Response

Vatandosh has been invited to support the work of establishing a comprehensive Ministry of Social Services and has reached out to the Columbia School of Social Work, Duke University, and the University of North Carolina for their expertise. A conference of social service stakeholders in Tashkent in December 2019, attended by Vatandosh, concluded that the best step in developing the social services system in Uzbekistan is to establish that ministry, and that recommendation has been made to President Mirziyoyev.
